How E-Rate MIBS Can Help K-12 IT Strengthen Cybersecurity

E-Rate MIBS can help K-12 IT teams manage increasingly complex technology environments while facing limited resources, growing cybersecurity threats, and expanding AI adoption. It can also support the ongoing responsibility of keeping critical infrastructure secure and available.

At the same time, technology has become fundamental to the learning experience. Students and educators rely on connectivity to access digital curriculum, applications, administrative systems, and emerging AI-powered tools.

E-Rate Managed Internal Broadband Services (MIBS) can help districts use Category Two funding to support the ongoing management, monitoring, and operation of eligible network infrastructure. These services can also contribute to stronger cybersecurity practices by helping districts maintain properly configured, updated, and monitored network environments.

The Growing Demands on K-12 Networks

School networks support much more than basic internet connectivity. They provide the foundation for digital learning and the growing number of applications and devices used throughout a district.

AI is adding another dimension to these environments. In addition to AI-powered applications used by students and educators, AI is increasingly being incorporated into network operations to provide greater visibility, automate common tasks, and help IT teams identify and address issues.

A survey conducted with the Consortium for School Networking (CoSN) found that most respondents were already using AI within their network environments, although most were using it in less than 10% of their network processes. Cybersecurity represents an important opportunity for further adoption, with 65% of respondents identifying threat detection as a leading use case.

For K-12 IT teams, the opportunity is not simply to introduce more technology. It is to use technology, automation, and specialized expertise to strengthen network operations while maintaining the reliable and secure infrastructure schools depend on.

What Is E-Rate MIBS?

E-Rate Category Two funding includes three areas that can support school network environments, and each addresses different aspects of supporting eligible network infrastructure:

  • Internal Connections
  • Basic Maintenance of Internal Connections
  • Managed Internal Broadband Services

Internal Connections can cover eligible hardware, software, licensing, manufacturer support, and training associated with installation and configuration. Basic Maintenance of Internal Connections can address areas such as maintenance, break/fix services, and reconfiguration.

Managed Internal Broadband Services focuses on the ongoing operation, management, and monitoring of eligible broadband components.

Eligible activities can include management and operation of LAN and WAN environments, installation, activation and configuration, and onsite training associated with implementing eligible equipment.

Because MIBS is considered a recurring service, districts must apply for funding for the service each year.

Understanding these distinctions can help districts determine which services may qualify and develop an E-Rate strategy that addresses both infrastructure investments and ongoing network management.

As E-Rate program requirements continue to evolve, districts should work closely with their E-Rate consultants to understand current eligibility requirements and plan for potential changes.

Quick check: where does your district’s network stand?

1. Does your district use E-Rate Category Two funding for managed network services today?
2. How do firmware and security updates happen on your network devices?
3. What’s your biggest network concern this year?

Answer all three to see what’s next.

You’re asking the right questions

AI is speeding up how quickly vulnerabilities are found, which makes steady monitoring, timely patching, and good documentation more important than ever. Our webinar with HPE walks through how ongoing network management can help your team keep pace.

You’re not alone. A co-managed approach lets your team keep visibility and control of the network while sharing the day-to-day monitoring, updates, and documentation. Our webinar with HPE shows what that looks like in practice.

MIBS can help districts use Category Two funding for eligible, ongoing network management. Our webinar with HPE covers eligibility, what falls outside MIBS, and how to plan for it each year.

AI is changing both how networks are run and the threats they face. Our webinar with HPE explores what that means for K-12 networks and how managed services can support your district.

Using Managed Services to Strengthen Network Operations

For eligible devices managed through MGT’s M-powered Network service, ongoing management can help districts maintain a more secure, reliable, and consistent network environment.

The process begins by onboarding and hardening eligible devices to establish a baseline. From there, the environment can be continuously supported through capabilities including:

  • Configuration management
  • Vulnerability monitoring of managed network devices
  • Flaw remediation
  • Firmware and security updates
  • Configuration backups
  • Change tracking
  • Monitoring and detection
  • Documentation

When a vulnerability affecting the managed environment is identified, districts can receive guidance on the appropriate response and remediation timeline. Necessary patches and upgrades can then be performed and documented.

A co-managed approach allows district IT teams to maintain visibility and control over their environments while benefiting from additional technical expertise, ongoing monitoring, and documentation. District teams can continue making changes to their own network devices, with those changes tracked to help maintain consistent configurations.

These capabilities can also help support areas of NIST 800-53 related to configuration management, flaw remediation, monitoring, and detection.

MGT’s M-powered Network service uses a per-student pricing model rather than pricing based on individual devices. This approach aligns service pricing with district enrollment while providing ongoing management and support for eligible network infrastructure.

AI Is Accelerating the Vulnerability and Patching Cycle

AI is changing cybersecurity on both sides. While it can help organizations identify threats and vulnerabilities more efficiently, it can also help threat actors discover and exploit weaknesses faster.

This creates a growing challenge for K-12 IT teams. As new vulnerabilities are identified, teams must determine whether affected hardware or software exists within their environment, assess the potential risk, identify the appropriate patch or configuration change, and complete the necessary remediation.

Patching itself is only one part of the process. IT teams also need to understand how an update could affect their environment, determine when it should be deployed, coordinate upgrades, maintain configurations, and document the changes that were made.

As AI accelerates the pace at which vulnerabilities can be discovered, maintaining visibility into network infrastructure and keeping devices appropriately patched and configured becomes increasingly important.

Managed services can strengthen this process through ongoing monitoring of eligible infrastructure, identification of relevant vulnerabilities, guidance on remediation timelines, and documented patches and upgrades.

For K-12 districts, this creates an opportunity to use E-Rate MIBS funding to support eligible network management activities that contribute to a more consistent and proactive approach to cybersecurity.

Understanding What Falls Outside MIBS

MIBS can support eligible network management activities, but it does not encompass every component of a district’s cybersecurity program.

Broader cybersecurity capabilities that generally fall outside MIBS eligibility can include:

  • Standalone vulnerability scanning
  • Comprehensive incident response services
  • Policy and procedure development
  • Security awareness training
  • SIEM and SOC services
  • Managed Detection and Response (MDR)
  • Managed DDoS services
  • Endpoint and server patching
  • Backup and recovery

Understanding this distinction is important when developing a comprehensive cybersecurity strategy.

MIBS can help address eligible network management responsibilities, while additional cybersecurity services can provide protection and support across other areas of the district’s technology environment.

MGT offers complementary cybersecurity and managed services that work alongside eligible MIBS activities, helping districts take a more comprehensive approach to protecting their infrastructure, systems, and data.
