In this capacity, she acted as a critical bridge between state policy and local implementation, providing technical assistance on legislative mandates and facility surveys. Her deep project history spans the country, including strategic work for major districts such as Austin Independent School District, Alexandria City Public Schools, and the School District of Lee County.
Morgan is a featured speaker at the School Planning Conference, where she presents on the practical application of GIS in educational settings, legislative tracking, and the evolving landscape of growth management.
