Key Changes to the $374.9 Million State and Local Cybersecurity Grant

In response to the escalating cyber threats faced by state, local, and territorial governments, the Department of Homeland Security (DHS), through the Infrastructure Investment and Jobs Act, has allocated a substantial $374.9 million budget for FY 2023 through the State and Local Cybersecurity Grant Program (SLCGP), up from last year’s budget of $185 million. The program has evolved its objectives from preparedness to proactive measures, emphasizing vulnerability assessments, penetration testing, enhancing cyber resilience, and personnel training. Additionally, there is now a stronger focus on adopting established cybersecurity best practices. The utilization of funds has been streamlined to ensure optimal impact. So, what’s in it for you?

Ramping Up Funding: From $185 million to $374.9 million

The most noticeable and impactful change in the SLCGP for FY 2023 is the substantial increase in funding. With the allocation of $374.9 million, the program signifies a bold financial commitment which underscores the gravity of the cybersecurity challenges faced by governments at various levels. This funding increase reflects the government’s commitment to strengthening cybersecurity in the face of evolving cyber threats.

Shifting Objectives: A Focus on Proactive Measures

While the previous year saw an emphasis on developing governance structures and cybersecurity plans, FY 2023 marks a notable shift in program objectives. The focus has transitioned from preparedness to proactive measures that directly address vulnerabilities through contentious assessments, enhance cyber resilience, and personnel training.

Adoption of Cybersecurity Best Practices

Another critical change for FY 2023 is the shift towards adopting cybersecurity best practices. This change aligns with the evolving nature of cyber threats and the need for a proactive stance. Organizations are now required to adopt established best practices that are proven and effective methods in countering a range of cyber risks. This proactive approach enables entities to stay ahead of potential threats and minimize vulnerabilities.

Streamlined Utilization of Funds

The utilization of funds under the SLCGP has been streamlined to ensure optimal impact. Funds can be used for a variety of purposes, including implementing or revising cybersecurity plans, addressing imminent cybersecurity threats confirmed by DHS, and covering grant administrative expenses. These changes reflect a practical and focused approach to resource allocation, ensuring that funds are directed towards the most critical cybersecurity needs.
